The public About VBCC page describes an average daily population of about 1,000 inmates. The 2024 PREA report lists a calendar-year average daily population of 891, with about 24 percent female and 76 percent male. Those figures use different reporting windows, so they should not be treated as one live count.

Rated capacity comes from the Virginia Board of Local and Regional Jails Jail Capacity Report for 2022. That state report lists Virginia Beach City rated capacity as 1,495. The research did not locate a newer official rated-capacity figure on VBSO's current pages. The 2025 average daily population is below the 2022 rated capacity on paper, and the research found no current official overcrowding finding for VBCC.

VBCC, VADOC, BOP, ICE

Virginia Beach Correctional Center is the city jail. That means it is the right search path for pretrial custody, short local sentences, people awaiting court, and people still housed locally while waiting for transfer. Once a sentenced person is moved under state prison authority, the VBSO jail roster may no longer be the best source. The Virginia Department of Corrections locator is the better tool for people under VADOC custody or supervision.

VBCC Booking and Intake

Booking at Virginia Beach Correctional Center creates the local custody record that later appears in the inmate lookup. Official local sources describe deputies booking arrestees into the jail, searching them for drugs and weapons, taking fingerprints and mugshots, and dressing a person in jail clothing if bond is denied. The 2025 Annual Report says Correctional Support processes arrestees for all law-enforcement agencies using VBCC under contract with the City of Virginia Beach.

The rulebook describes a sequence after admission. Entry is recorded in Intake, Medical and Classification screen the inmate, personal property is inventoried, an identification card is issued, and a Classification Deputy interviews inmates who cannot make bond. Classification means the jail's screening process for custody level and housing assignment. Refusing medical or classification screening can lead to segregation and discipline.

VBCC is not only a holding site. VBSO reports a Reentry Program created in 2014 to reduce recidivism with classes in family dynamics, finances, employment skills, anger management, probation compliance, and child support. VBSO reported opioid-use-disorder medication assisted treatment, virtual mental-health assessments, and a dedicated female mental-health pod in the 2025 report period. These services do not change the public roster process, but they explain why the facility page must distinguish housing, classification, and treatment status from court outcome or conviction status.
